The Cyrillic letter Oe or Barred O (Ө, ө) is an O with a horizontal line through it. Its ISO 9 transliteration is ô.

Despite having a similar shape, it is neither related to the letter Theta (Θ,θ) of the Greek alphabet nor the archaic Cyrillic letter Fita (Ѳ,ѳ). It is used in Bashkir, Kalmyk, Kazakh, Kyrgyz, Mongolian, Buryat and Yakut, where it represents the open-mid front rounded vowel /œ/. In Kazakh, this letter may also express /wʉ/.

The letter was legated from the Jaŋalif, where it was represented as Latin letter ɵ. The letter is most commonly Romanized as Ö.
